The construction is a one-piece welded design. Yes, and HTC says it's rated for 400+ lbs. There are also locks on the two side wheels. Moving on to this HSG-2064, I can't say how perfect it works with the Powermatic 64.
I bought this for my Powermatic 64. This is the only acceptable design for a heavy table saw. I have had no problems with my machine moving, even when ripping 4 x 8 sheets of ply. I first tried the HTC2000, which was a complete waste of money.
BTW: the swivel wheel DOES have a lock It's a typical foot lock, and it locks the wheel well. Period. The HTC2000 is so poorly engineered that it sags in the middle of the bar spans. Yeah, right.
If you don't mind your surface planer swiveling around while you try to use it, go ahead and get this base. I bought a very similar base from this company. Note that there is no brake on the swivel wheel.
